Mr Massey said he did not think that the Prime Minister proposed to adopt the proper and constitutional course, which was, in the case of a Government which had been able to secure a majority onlv on the casting vote of the Speaker, to hand in its resignation to the Governor (Ministerial laughter). Members might laugh, but they had never before heard of a Government carrying on with the casting vote of the Speaker except in New South Wales,
