PEKife OR WU-GHANC? ARMIES DISBANDING. Backed by strong and rapidly developing sentiment, Wti-Chang is becoming Pekin’s rival in the choice of the Republic’s future capital. The question is one of .such greatimportance that it is engrossing the attention- of all the leading politicians. General Yuan Shih Kaj still favors either Pekin or Tientsin, but Dr. Sun Yat (Sen strongly advocates the claim of Wu-ehang, because of its inaccessibility to foreign warships. Yuan Shih Kni is reducing' the northern and southern armies as rapidly as possible. He expects to increase- the strength of. the military forces later cm. and ultimately to introduce compulsory service. The soldiers who are now being discharged are asked to return to their villages, to act like honorable men, and to refrain from piracy. Despite the proclamations to tins effect much lawlessness prevails.
