AAIENDAIENTS TO DECLARATION OF LONDON ADVOCATED.

At the Chambers of Commerce Con-, gress the Alontreal Chamber’s motion on the question of defence was withdrawn. It is supposed to he a FrencliCanadian view, and claimed the privilege of keeping to the Dominion’s own initiative as to whether help might he offered to the Empire. Mr Fledges (West Australia), in supporting the original motion, said that Australia was carrying out a scheme* of defence on a greater scale than any other dominion had ever undertaken, and if the other overseas dominions acted similarly the Empire would have a greater navy and army than the most optimistic ever dreamed of. Hon. G. Swinburne (Melbourne) moved in favor of the modification of the Declaration of London, and said that tlie Congress should emphatically condemn the proposal lest it should he re-introduced into the British Parliament.
.Mr Paxton (Sydney) defended the Declaration.
The motion was carried, All* Paxton being the only dissentient.
