It is expected that Mr Churchill Will make a supplementary naval statement-in a fortnight. The “Times,” in an article entitled “Admiralty and Empire”, says that the North Sea is now 'the centre of naval strategy and 1 a victory there would leave us the easy masters of the other European seas. Nevertheless there must he no loosening in the Mediterranean, which closely involves our food supply, and we cannot share the position there even with the friendliest Power.

The paper hopes that Mr Churchill’s Imperial squadron scheme will l>e worked out immediately in preference to any contribution from the Dominions to the immediate battle-power of the fleet in English waters, and adds: “The security of the Empire depends on the solving of the problem ‘Union-for-defence’.”

Tlie “Times” asserts that the Dominions cannot long be expected to accept a system wherein they have no voice.' Britain wants partnership far more than support.
