A CRISIS THREATENING
[INDEPENDENT PUESS CABLE.] MADRID, July 2
Spain is threatened with a Ministerial crisis over the bill to increase the powers ol provincial councils. The Premier, Senor Canaleias, declares that he will resign unless the measure is passed. A majority of the Liberals is opposed to the bill, and consider that the Government is treating what is merely a local affair as a matter of national importance-
