PUBLIC DISAPPROVAL OF THE INSURANCE SCHEME.

Twelve thousand Liverpool dock workers have struck as a protest against the inauguration of a clearinghouse scheme to facilitate the collection of insurance' contributions. Several thousand opponents of the Insurance Act- assembled in Finsbury Circus. The speakers denounced the measure, a copy of which was afterwards soaked in oil and publicly burned. Several business places hoisted the black flag. NO ENTHUSIASM—QUITE THE REYERSE. (Received Julv 17, 1.30 a.m.) LONDON, July 16. Ten thousand people at Hyde Park burnt copies of the Insurance Act. Two shipyards at Sunderland have been idled owing to the new time rules in connection with the Act. Many men in other yards have also struck. The country, generally, receives the Act with a pathetic acquiescence. The Dock Laborers’ Joint Committee at Liverpool and the Dockers’ Union warn the strikers that unless they resume they will lose any benefits and recognition bv the union. Nearly 3000 men—mostly the older casual laborers—at the Grimsby fish market, have been dismissed with the advent of the Insurance Act.
