[PER PRESS ASSOCIATION.-] WELLINGTON, July 18. Interviewed to-day, Air. Massey (Premier) said that so far Cabinet had been dealing with a, great deal of routine work that had now been practically overtaken, and the Government would' now enter into consideration of matters of policy. One of the first of those questions would he the appointment of a High Commissioner.

It was proposed to bring down a Bill this session dealing with, reform of tlie Legislative Council.
