The “Times,” commenting on the Panama Bill as signed, and President Taft’s message and memorandum recommendin'' further action, considers that- the measure Is ineom T ' c, tible with the plain meaning of fote treat and that it creates privilege
The paper adds: “However exceptional the conditions dominating politics in the Presidential year, we cannot lose sight of the injury done to the trade of the whole Empire of Britain. If it is necessary, we should renew representations at Washington, and failing redress, should request creference to the whole controversy t< ■ the Hague.”
“The Dailv Mail” says that President- Taft did not scruple to give the Bill his benediction. The. memorandum might have been written by r. pettifogging solicitor instead of the chief of a ere at remiblic. The “Post” regrets President Taft's attempt to justify a breach of faith, and says the Bill violates treatyrights and seriously injures cur trade with Canada and Australia. If it is so transparently plain that the Bill is squared with the Hay-Pauneefoto treaty, surely it is a waste of words to expatiate on its inoffensiveness from the foreigner’s standpoint. The “Express” says that the American protest- splendid! v vindicate,-; the honor of the American neopie. hut the signature of tlie_ Bill will remain a blot "on the Republic’s reputation.
