Having been closely identified 'with the district for many years, I feel anxious that any necessary work to lie undertaken shall be carried out ethciently and economically, and that no expenditure is incurred that is avoidable, or unlikely to piodiut real!'- jiractical results. I am of opinion that one the first, steps? to* he taken by -the Board will be to consider the question of classifying the lands for rating under clause" 93 of the River Boards Act, 1908, which provides that they may fie classified according to their liability to damage by flood water.
