rpHE following Nominations for the J- vacant scat on the above Council have this day been received: — ANDERSON, Alexander Henry. COLLEY, John. COLLINS, James Clive. A POLL for the Election of One n) of the foregoing Candidates will tale place on THURSDAY, the twenty-sixth day of September, 1912, between the hours of 9 am. and < p.m., at the following places:— No 1 Booth —Barlow’s Garage, Lowe Street. No. 2 Booth—Whim-ay’s Hall, Gladstone Road. No. 3 Booth—Andrew’s Store, corner Ormond Road and Balia nee Street, Whatanpoko. H. M. PORTER, Returning Officer., Gisborne, 20th September, 1912.

TO THE ELECTORS

ABIES and GENTLEMEN,—

1 have the honor to again offer myself as a. Candidate at tiie forthcoming By-Election, for the seat rendered vacant on the Council by my recent resignation. The reasons prompting my action were as follows: * 1. I considered unnecessary and purposeless ■expenditure was taking place in’ the carrying out and administration of certain ot our Municipal undertakings. 2. 1 considered therefore the time opportune for placing the supervision and organisation of the Borough Staff appointed to carry out certain of our schemes on an infinitely better basis. ... . 3. I considered administrative policy and direction of Borough affairs was too much at the dictation of departmental officers to the- detriment of the Councillors and Ratepayers generally. . I therefore again place myself m the hands of those. 1 have had the honor to represent in the past, for a further expression of their wishes, as I do not feel disposed to further assist in the administration under existing circumstances unless I am djiroctly empowered to insist on immediate reformation. I consider therefore the first step to effect the change I desire is to place the practical supervision and control of our Municipal schemes- into the hands of another experienced Engineer, to which course 1 trust the ratepayers will assent with no uncertain voice, both as an acknowledgment to the justice of my request and a justification of my action in resigning. In conclusion I wish to express ray confidence in the administrative ability of my past colleagues, and my admiration tor their patient hearing under nublie criticism and censure which this system of departmental dictation has’ subjected them to, and under which I foresaw they were powerless to adminst-er with any degree of justice to themselves or satisfaction to those they have the honor to renrosont. T ABIES and GENTLEMEN,— -C 1 beg to announce my candidature for tiie vacant scat on the Borough Council. 1 am not the nominee of am- person or uarty, and ii effected shall endeavor to do my duty without fear or favor. Having resided in Gisborne all my life, any whole interests are identified with this district, and having previously served as one of your representatives on the Council, and always being interested in Council affairs, 1 claim to be quite in tou’c-h with your requirements. 1 am <:f opinion that my services and practical experience will he valuable in procuring for yew lull value for any moneys that arc to be expended in the future. The main question, 1 believe, is not what has led us into the present unsatisfactory position affairs, but what is the best method to surmount the difficulties existing-. I am quite unbiassed and unprejudiced, . and while I shall endeavor to give a square and fair deal to all, I shall, if necessity arises, do nr - d'utv fearlessly. I think the Coim-i 1 affairs should he conducted o” ‘-triot business princudes. 1 dim -neither an oratoi nor accustomed to press corrcsyondenoe. hut am of opinion -that neither ef these accomplishments are necessary. or even helpful, to arrive atsound conclusions and acliicve two best results.
