[UNITED PEESS ASSOCIATION—COPYBIGHT) BERNE, Sept. 22. The inter-Parliamentary Congress at Geneva, by an overwhelming majority, adopted M. Bsernaert’s resolution, prohibiting the use ol aircraft in war, especially the throwing of explosives. Baron Destournelle do Constant opposed the resolution, but the British representatives supported it.
