JAY TELEGP.AFH—SPECIAL CORRESPOXDENB ] NAPIER, Oct. 14. The Borough Council held a specie l mooting to-night to consider the storm-water disposal question. After the discussion had lasted a. few minutes only, one councillor produced a plan of the proposed river diversion, and it was then discovered that the borough engineer, whose report the meeting was considering, had never seen or even heard of the plan. Ho said that if the plan truly represented the position that was to be, the question was simplified considerably. The Council adjourned to allow the engineer to consult the maker of the plan (Mr. Geo. Nelson), and the meeting will be resumed when the borough engineer becomes more conversant with Mr. Nelson’s proposals-
