THE IRISH SENATE.
A BIG EXPERIMENT

(Received Oct. 31, 11.35 p.m.) LONDON, Oct. 31. The Government proposes that the first Irish Senate will serve for a quinquennium, and election thereafter will he on a basis of proportional representation. Ulster will have 14 Senators, Leinster 11, Munster nine, and Connaught six.
The Irish Unionists are 'dissatisfied, and contend that if all the Ulster Senators are Unionists they will be hope* lessly outnumbered in joint sittings. Mr. Ramsay MacDonald declares that the experiment is a mistake, and if proportional representation is justified it ought to he applicable to the first Senate.
