Mr Bonar Law twitted Mr Asquith with only making up his mind on an entirely new constitution on the morning of ~the day on which he announced the change. If the whole Senate voted with the Irish Unionists at /a joint sitting, there would still be a majority of 80 or 90 against them. Lord Selborne, speaking at Basingstoke, protested against the tyranny of the Home Rule policy and said the referendum was the only cure for logrolling. In the Navigation Bill debate Mr. Rae Needham, angered at Mr. Milieu’s interjection, refused to withdraw his remarks, and was suspended for the sitting.
