QUIETLY NEGATIVED.

•SIR F. G. BANBURY’S AMENDMENT. UNEXCITING SITTING OF THE COMMONS. [UNITED PRES? ASSOCIATION— COPYRIGHT] LONDON, Nov. IS. The House- of Commons on resuming to-day was crowded, but there was no excitement. At the Premier’s instance, the proposal to rescind the resolution on the Home Rule Bill was discharged, and Monday's resolution, as amended, was quietly negatived.

The House' takes the Committee stage of the fresh financial resolution to-morrow, t-lie report stage on Wednesday, and goes on Thursday into Committee on the Bill.

The Premier said the Government had immediately responded to the Speaker’s appeal, though it considered the original proposal, if not within the letter, -was within the spirit of Parliamentary procedure. If it now adopted another course, it was owing to the repugnance of a possible recurrence ox 'disorder, and because it was impossible to ignore the appeal of the chair.

Mr. Samuel gave notice of fresh financial resolutions. These are more explicitly worded ixi regard to services for which money is required than were tho previous resolutions.
