Unprecedented congestion is stated to be prevailing in the telegraph office. The "Herald” complains strongly of disorganisation and delay. Operators declare that the new system of shifts is responsible. The “Herald” states that a number of the men ate knocked up by the excessive strain and urges the necessity for a public inquiry into such chaotic conditions. POSTMASTER-GENERAL SATISFIED. (Received Dec. 25, 5.5 p.m.) MELBOURNE, Dec. 25. Mr Frazer, the new Postmaster, denies that the Sydney Telegraph Office is working unsatisfactorily. On the contrary, ho says, reports received indicate that conditions have very much improved.
