LONDON, Dec. 29

The British Hospitals Association has recommended that no persons insured under the Insurance Act be received as out-patients unless on a doctor’s certificate or in an accident emergency. The Government lias secured 2000 doctors towards 10.000 * required to treat the 12,000,000 who, it is estimated, will lie insured under the Act. The doctors in many districts resolutely refuse to work under the Act.

The secretary of the British Aledieal Association states members have not been absolved from their original pledge. Two additional members of the Aledical Council have resigned, disapproving of the Council's -policy regarding the insurance Act.
