The evidence given before the Royal Commission on the Civil Service shows that the whole of the upper staff of the Education Department' was recruited by patronage, and conditions affected similarly the staffing of Labor Exchanges. Where special qualifications were required to fill a position before personal influence, abuse and patronage were exercised more socially than politically. Lord MacDonald (chairman of the Commission) said that unquestionably there was preference shown for Oxford and Cambridge men.
