CLOSER BONDS OF FRIENDSHIP [INDEPENDENT PRESS CABDEI LONDON. Feb. 28. M. Isvolslcy, the Russian Ambassador in Paris, in presenting to President Poincare, on behalf of the Czar, the Russian Order of St Andrew’s, said that the gift constituted a fresh proof of the very close relations which united “friendly and allied France and Russia.” M. Poincare replied—“ During my term of office I will carefully seek to draw closer the alliance between our two countries.”
