400 MEN OUT. [UNITED PRESS ASSOCIATION- COPY It4HT.I SYDNEY, May 1. Four hundred men are out at Cockatoo Island. The whole work of construction of the Australian warships has been suspended. Negotiations for a settlement of the dispute are pending.
