Mr Bourassa, speaking at Edmonton, said that if Canadians supported Mr Borden's contention that Canada was hound to contribute to the British Navy because an emergency existed, Canada would- be binding herself to contribute when an emergency or or a supposed emergency arose. I his would be fatal to the building up of a definite national policy. If Canada agreed to representation on the Committee of Imperial Defence her delegate would be useful merely for taking the British Government's commands back to Canada.
