ACTIVE PUBLIC WORKS POLICY

D liSCUSSION BY- AU OK LAND “HERALD.”

[BY TELEGRAPH—SPECIAL CORRESPONDENT] AUCKLAND, June 19. In discussing the necessity for an active public policy, the “Herald ’ says money is scarce, but it is not unprocurable and in view of the approaching session of Parliament it may bo asked whether we are moving past enough and whether settlement is being encouraged by the extension of railways and: the construction of roads as it ought to be encouraged by an energetic and progressive Ministry ? In a. young country such as New Zra-' land railway works should be energetically prosecuted even in a time of financial stringency. If loans are unprocurable at low rat-cs the Government must bo prepared to, stretch a quarter per cent, so that the country shall not be allowed to lag behind its neighbors. The Prime Minister said at Dunedin that lie looked forward to the remainder of the present financial year with a. very light heart. In keeping with this optimistic announcement the country will expect the forthcoming financial statement to foreshadow a ’more vigorous policy of railway construction than has been carried cut during the recess.
