The report of Sir Charles Mackellar (president of the State Children Board), on neglected and delinquent children,- tabled in the Assembly, makes a number of recommendations for bettering the system, including tho introduction of the Borstal reformatory system and reorganisation of the courts, so that young children shall be judged from the psychological and sociological standard, instead of the merely legal standard. He also recommends regulation of the circulation of pernicious literature and regulation of the attendance of children at picture shows, as well as legislation to compel defaulting husbands and fathers to maintain their families.

Sir Charles further suggests, that an officer of the Children's Council should appear • in all affiliation cases, and, when required, proceed on behalf of the applicant if satisfied that there is a genuine prima facie ease against tho putative father. He recommends the appointment of a guardian for every illegitimate child.
