COMMERCIAL CABLEGRAMS. BANK/ OF ENGLAND RETURNS. LONDON, Oct. 31. The Bank of England returns show the stock of gold, coin and bullion to 'be £35,763,000; reserve, £27,115,000; proportion of reserve to liabilities, 54.45 per cent. The notes in circulation total £28,728,000; public deposits. £41,061,000’; Government securities, £28,619,000. MONEY MARKET. The bank rate-discount is 5 per cent. Short loans are discounted at 3| to 5 per cent, and three months bills as follows: London 5 per cent; Paris per cent; Berlin 4f per cent. CONSOLS AND COLONIAL STOCKS.
