AFTERMATH OF THE WAR.

BLAME ATTACHED TO BULGARIA’S 'KING,

FOR WAR AGAINST SERVIA AND GREECE; [UNITED PBESS ASSOCIATION—COPYRIGHT.] LONDON, Dec. 1. A suppressed: article in the Sofia paper “Mir” circumstantially blames King Ferdinand for the direct responsibility of the war against Servia and Greece. The King on June 28 personally ordered General Savoff to attack the Servian and Greek lines. General Savoff refused. M. Daneff, the Premier, on the previous day, had told General Savoff that he must immediately demobilise, as Bulgaria had accepted the Czar’s arbitration. The King heatedly . told General Savoff that he must obey him, and next day gave him the alternative of either obeying or undergoing punishment, amounting even to death. General Savoff agreed to attack if King Ferdinand gave his orders in writing, and the King immediately complied. The Government was deprived of any voice m the matter. General Savoff hints that King Ferdinand acted at Austria’s suggestion.
