Caillaux stated that the 1915 Budget would show a deficit of £18,000,000. not including six millions of Moroccan expenditure, The Government proposed to revert to the only safe system—a single exhaustive Budget. This would be done by means of short term loans.

He explained that the income tax might yield four millions towards the deficit, and. the remainder would fall on the favored classes in a similar why to the position in Germany. The Budget ought first to be voted and then a programme of extraordinary expenditure. The Government would thereafter deal with indispensible new taxation, and loan proposals would follow.
