GISBORNE HIGH SCHOOL.
THE NEW SCHEME FOR CONTROL POWERS OF TJ IE HEADMASTERS. A supplement to the Gazette contains the scheme for control of the various High-Schools throughout New Zealand. 1 lie Minister of Education, acting on the advice of the General Council <?1 Education, lias approved of the following scheme for the Gisborne H igh School: ■ 'llie school shall be controlled by the Board of Governors constituted by the Gisborne High School Act. ]SBS. as amended by the Education Act, 1914. With regard to the member of the Board to be appointed by the Education! Board in accordance with the provisions' of section 89 of the Education Act, the follow "ing provisions,, shall apply : Such member shall be appointed by a resolution of the said Education Board, and the first appointment shall be made before the 31st dav of August in the year 1915, and subsequent appointments in the month of July in every second year thereafter. With regard to the election of members of the Board by (he parents of the pupils/ the following provisions shall apply:
(! •) The first election shall he held on a date to be appointed by the Minister before the 31st day of August, in the year 1915, and every subsequent election shall be held on a date to be fixed by the Board in the month of July in every second year therea Iter. The Secretary of the Board shall be the returning officer. For the purposes of each election the returning officer shall prepare a roll, and shall enter therein the name, occupation, and address of every person qualified to be enrolled as a parent of a pupil of the school. The roll shall be closed at 5 o'clock on the fourteenth day next before the day on which any election is to be held, and shall continue to be closed until the election is completed.
“Parent'’ means the father, if lie is living, or. if not, the mother, or. if neither the father nor the mother is living, the guardian, of a pupil of the school.
A “pupil of the school” means a pupil whose name is on the school roll at the end of the term preceding the closing of the roll but does not include a pupil in any lower department. Retiring menthol's shall be eligible for re-election.
If aiiy dispute or question arises touching the regularity of anv election, such dispute or question shall be determined by the Stipendiary -Magistrate in manner provided by sections •15 to 5-1 of tlie Local Elections and Polls Act, 1908, all the provisions of which shall, mutatis mutandis, apply.
Whenever a casual vacancy occurs among the members so appointed or elected as aforesaid, the appointment or election of a member to fill that casual vacancy shall, within fifty days after the vacancy occurs, be made or held in a similar manner to that hereinbefore provided for an ordinary vacancy.
The member so appointed or elected shall hold office only for the residue of the term of the vacating member. Whenever a, vacancy is to be filled bv the ■Governor the Board shall forthwith report the fact that such vacancy has occurred to the Minister, and whenever the vacancy is to he filled by the Education Board, to the secretary of that body. The school shall provide a course (T general secondary educations and one or more vocational courses. The pro era mme of each pupil shall he determined by the headmaster oi the school after consultation with the parents or guardian of the pupil: but no pupil shall he compelled to take Latin, or to take more than one lan,rnego besides English. The fees to be (charged to those who are not holders of scholarships or free pi aces shall he Cl 2 per annum, subject to a rebate of Cl on each proportional one-third part of such fees on pavment within twenty-one days from ‘the date of the commencement of each term. . , , The school voar shall consist or three 1 terms of" about thirteen weeks The headmaster shall cause the school to be examined during each term; provided that it shall Jjot be jidcessiiry for the school to be so ‘examined in any term in which it i s examined bv some person appointed by tiie Minister or the Board, and provided further that it shall not be necessary to include' 111 such examination pupils sitting for public examinations during the term. . Subject to the general direction unci control of tlie Board, the heaamastoi shall have the following powers: He shall have control of the school buildings and premises, and of the apparatus and furniture thereof. He shall have the power to recommend the appointment or dismissal m sissistant teachers or of other office! s of the school, and to allot .thenseveral duties; and no assistant teacher or other officer of the school shall bo appointed until the headmaster lias been consulted.
