A GIGANTIC SCHEME. {Received Aug. S, 3.40 p.m.) DUNKIRK, Aug. 8Tim Gormans have organised a coal bureau at Antwerp for the concentration of coal from the mines in Belgium and the North of France. What is not required for the army and the munition factories, is exported to Switzerland. The method of working the mines us to aim at getting as much as possible in the shortest time, regardless of the future.
