REFUSE TO GO TO THE YSEE. THE RING-LEADERS SHOT. (Received Aug. I). 8.20 p.rri.) HAVRE, Aug. 9. Mutineers in the yGennan garrison at Liege and Ghent and Bruges refused in March to replace exhausted troops on the Yser front. The ring-leaders were shot in the presence of their comrades.
