SEAMEN'S GRIEVANCE. (Press Association Teles**ara ■WELLINGTON, Aug. 12. A deputation, representing {tie sontr.ring industry waited on Mr Massay' to-day to complain that, although the Seamen's Association desired to n gistor under the IX I . and A. Act. they wore? unable to do so because the Labor Department refused to pass the dratt tides drawn up. The speakers were Messrs W. TYoung, secretary of the "Wellington Seamen's Union; "W. Belcher, secretary of the Dunedin Seamen’s Union ; and P. J. o’ll van.

Messrs Young and Belcher contended that the Department had hv.no up tho rules, which had been handed to it twelve months ago. Mr R owloy, for the Labor. Department, explained that the delay arose from the fact that the rules didn't'■enfirm the requirements of the Act. Mr Massey suggested that representatives of the Department- and the Association should confer and pass the rules agreed on and refer the rule's in disupte to tlie Crown Law Office for determination. Mr Young intimated that the Union wonl-d consider the proposal. LIQUOR AND • NO-LICENSE. (Press Association Telegram.) DUNEDIN Aug. 12. At Kuitangata to-day James Jarvioo was fined £SO and costs (£2 2s) for keeping liquor for sale in a nolicense district.
