Cabinet has been advised that the minimum requirements lor defence are half-a-million trained citizen soldiers in addition to a small standing army, provided the navy and coast forces are well maintained. The proposal will shortly he 1 submitted to Congress, and there is a wave of enthusiasm for preparedness. Thousands of young men are spending the holiday l ' in training camps. ■
