Count Okuma (Premier) in a speech, declared that the administration would continue to deserve confidence at home and abroad. The Cabinet policies were unchanged. Japan would carry out her national and international pledges. She did not seek Territory in China and adhered to the principle of equal opportunity. She haci secured peaceful commerce in tho Pacific and a recent treaty had ensured future friendly relations and tho peaceful development cf China’s resources and international interests in China.
