The Temporary Loans Deposit Account of the Gisborne Borough' Council at present shows a credit balance of £22,754 10s.

.During the past fortnight, six building permits were issued by the Borough Council. These had a stated value of £2323 10s, and included £2210 for dwellings and £ll3 10s for additions.

The principle of filling vacancies ou miblic bodies bv appointing the candidate who polled the netx highest number of votes at the election was again discussed by the Borough Council last night. Cr. Munns asked if it was intended that this should hold good in every instance where a vacancy had to be filled. The Acting-Mayor (Cr. Brown) said he thought that vacancies should certainly be filled by members of the Council. He had never known of a Borough Council going outside its own members to fill a vacancy in the mayoralty for instance. Mr Bright said they might at an election have nine good councillors returned. One might leave the district. and the tenth on the list at the poll might be, as was the case on one occasion in Gisborne, a Celestial gentleman. It was perfectly ridiculous to suggest that the Council should appoint such a person to the Council. The discussion, which arose through a letter to the Municipal Association forwarding a remit regarding vacancies on councils, was then allowed to drop.

No. 7 Company of the Wellington Senior Cadets (Gisborne) last night elected as honorary officers of their Company three ex-officers now .serving with the Expeditionary Forces—viz... Chaplain-Alajor Grant (who was chaplain to the Company). Captain C. R. Spragg (who was once in command of the Company) and Lieut. Alim Muir (who obtained his commission with the Company). The two first-men-tioned are now at the Dardanelles, while the lasi-mentioned left with the Sixth Reinforcements. Another officer, Lieut. E. E. Somervell. is to leave next month. It is intended to have an Honors Board for the Company on which will be placed the names of officers, non-commissioned officers and men fighting for their country who have passed through the Company and to have the Board unveiled at a later date by the officer commanding the district.' The Company has thus already a record of which it may well be proud and a fine exprit do corps is developing. After the officers retired from the parade last, night the Cadets met. and decided to each subscribe a woeklv sum (probably threepence) through the Company towards one of the relief funds. As there are usually about SO cadets of the Company on parade each Tues r day night, it is probable that during the coming year so large a sum as £oo will in this way be subscribed. This certainly speaks well for the spirit of the young soldiers.

Cr Hill again championed the cause of the cyclists at the meeting of the Borough Council last night. He said that some consideration should be shown in the present bad weather when the roads were in such a shocking state. People wanted punts in-, stead of bicycles in order to get along the roads. He considered it was a shame that cyclists should bo fined as much as 17s 6d for such a tin-pot offence as cycling on the footpath. He did not see why a deputation should not wait upon the authorities to seo if a little leniency could not be shown while the roads were so back Ho moved that Cvs Munns, Collins, and the mover a committee to deal with the matter. Cr Collins seconded the motion. Cr Wildish said he would like to see everything possible done.for the cyclists, but he was not going to be one to ask the magistrate or the police to allow the law to be broken. Cr Lawless said that if the Council went to. the authorities with such a proposal they would soon be put in their place. Cr Munns said that the cyclists had formed an association,' and it would be out of place for the Council to take action until the association made some move. Cr Munns moved an amendment that the matter be held over for a fortnight to give the Cyclists’ Assoeiatioif an Sirtunity to bring their nropos-als re the Council. Cr Hill withdrew Ins motion in favor of the amendment, which was thereupon carried.
