An announcement of minor changes in .the allotment of Departments t > ; Ministers was made by ilia Prime Minister to-night. He said tnat Sir Francis Bell would control the Department of Immigration. The arrangement had been made satisfactorily to both Ministers. Mr. Herdinan had handed oyer control of prisons to the new Munster for Justice (Dr. McNab). Air Herd in an would, however, retain control of the Police Force and ho would also take over the new task of helping returned soldiers. Mr Herdinan would be concerned not only with men who had been sick or wounded, but vita men who returned sound and in good health who required employment or who wished to go on the land. ' It would be the Minister's duty to help.them to get back to their ordinary civil occupations as soon as possible.
