MANGAPAPA BY-LAWS.
ARE THE BUILDING REGULATIONS TOO STRICT ? Some discussion took place at tho meeting of ratepayers of the Mangapapa Town Distinct last night regarding the building by-laws. Mr Duncan, who claimed to be an experienced buildor, said that tho Mangapapa Town Board had adopted tho building by-laws of the Gisborno Borough Council en bloc. He declared that it was ridiculous to insist that tho same weight of timber should bo put into a building in tho suburbs as was stipulated for in town. The Borough building bv-laws .stipulated for a 4x2 stud, and the Mangapapa Town Board had copied.this. Ho asserted that just as strong a building couki bo erected with a 4xll stud as with a,.4x2. The only advantage with the latter was the dead weight. If they did not make the cost of constructing houses at Mangapapa cheaper than in town, it was not likely that pcoplo would build in the district, where they had not the conveniences they had in town. They also wanted to conside-i the man of 'moderate means. Mr Grundy said that before adopting tho building by-laws, the Board had submitted them to an experienced builder in town. Mr Duncan: Is he any more experienced than I am ? Mr Oaks supported Mr Duncan s contention, remarking that they did not want to. make the by-laws too stringent Fn their little district. _ The Chairman (Mr W. J. McChskie) said that they did not want to have inferior houses erected in the district. If a 4x2 stud was insisted upon in town ho did not see why it should not be in Mangapapa. They had to look to the future. Personally lie would favor a 4x2 stud against a 4xll evei> time.
