(f) The Board recommends private telephone owners to consider favorably the transference to the Post and Telegraph Department’s lines believing that in most cases the avoidance of new capital outlay, of maintenance and depreciation costs, combined with a greater efficiency of service will compensate for the extra annual outlay. \ !
