BEACH COSTUMES
DUSTMEN' AS CENSORS. If the dustmen of St. ivilcla should your bathing costume, they liave full power to order you off the "beach unless you change it (says the '“Melbourne Herald.”) This absurd position arises from the fact that every employee of fet. Pul da Council is empowered to act as ■a beach inspector, and to order any person whose costume or conduct does not meet with his approval to leave the beach. No distinguishing band on the hat •or badge need be worn by those •authorised to act, so the bather is at the mercy of anyone'who likes to put -on an authoritative air. Last week--end provided ample evidence of the absurdity of St. Kilda’s regulation. Persons styling themselves inspectors, appointed by the council, interfered with the rights of bathers, and next •day the council denied that it had authorised anyone to act. The bathers had no means of knowing that they were being hoaxed. The -Tesult easily may been that the instructions of authorised persons will be ignored,in the future with consequences that will ‘ be unsatisfactory, ‘to everyone concerned.
