BOROUGH COUNCIL.

KAIAPOI. Tuesday, January 26. The ordinary meeting of this Council was held on Tuesday evening last. Present— The Mayor, Ors McDonald, Blackwell, Porter, Wearing, and Parnham. Letters were read— From Mr Manning, asking permission to erect a drinking trough for horses in frout of Mandeville Hotel. Agreed to, sub)ect to usual conditions. From Mr D. Craig, secretary of the Canterbury Insurance Association, stating that he would forward a list of the companies' contributions towards the maintenance of the fire brigade. From the Secretary for Public Works, in reference to the Council's application for permission to put in flood-gates at the railway embankment, and replying that the Railway Engineer objected to the gates being put in, on the ground that to do so would injure the embankment in time of flood. Or Porter thought this was very shortsighted on the part of the Government, as the wonder was it did not have the flood-gates erected without the Council having to call attention to the matter. The Mayor thought so too, as the scour on the embankment as it was at present would do damage to it. Cr Blackwell applied for extension of time till next meeting for the committee of the whole Council to bring up its report on the question of protective works. Agreed to. Accounts—Carting, lis; labor, £3 12s; Lyttelton Timet, £26 Is lOd; foreman, £4; Institute committee, £1; total, £35 4s lOd, were passed for payment. Cr Wearing said the bridge in Hilton street, referred to by Cr Blackwell at last meeting, was in a bad condition, but he did not see that the Council ought to repair the bridge so long as the road was closed to the public. The Mayor agreed. Cr Porter considered that as the obstruction of the slip pannel was but temporary, and rates were derived from land beyond, the road ought to be kept in repair. It was a toad like many others in the town, which the Council held on the same tenure. . i Cr Blackwell coincided. The question dropped. It was resolved that notices be served on a number of persons to trim fences and lop the branches of trees overhanging footpaths. The Council then adjourned.
