RUSSIA.

The Official Gazette of St Petersburg publishes an Imperial Ordinance decreeing that the newly conquered territory, hitherto called the Khanate of Khokand, shall be incorporated with the Russian Empire, that it shall be formed into a province under the name of Ferghan, and that the Governor-General of Turkestan shall be entrusted with the task of organising its administration. The St Petersburg correspondent of the Augsburg Gazette states that a report is rapidly gaining ground in Russia to the effect that the Emperor, being weary of government, proposes to retire practically, though not nominally, from the conduct of public affairs, It is also said that his Majesty intends leaving his empire for some length of time, in order to take up his residence elsewhere, probably for some little time to come at Malta, with the Duchess of Edinburgh. During his absence tho Emperor would appoint the Czarewitch regent. The coi respondent of the Augsburg Gazette affirms this report to be corroborated by statements from high and well-informed quarters. The Emperor will visit Berlin during the first fortnight in May. His Majesty will proceed to Kms, and probably afterwards to Livadia. The report was subsequently denied. The Galas publishes an article in which it says Russia and England are no rivals in Central Asia. They have common interests. No reasonable man in Calcutta thiuks of the possibility of a Russian attack on the East Indies. It is to the interest of both States to cool fanaticism, and not to inflame it; to disarm the Central Asiat cs, and not to place arms in their hands. If Asiatic barbarism gains the preponderance over European civilisation, the English will be txp-lhd from India as Russia would be from Central Asia, The Galas recommends, ns it has done before, friendship between England and Russia. Now, as the East ludhs have received a new Viceroy, the best occasion offers itself. On the day when a friendly Embassy from Aide-de-Camp General Kaufmann to Lord Lytton or vice versa shall pass through the steppes between Taskkend and Peshawur, Asiatic Mohammedanism will understand that it has not to do with two nations hostile to one another, but with one European Power composed only of two amicably related representatives, Russia and England.
