’ DISCUSSION ON COUNTY GOVERN- | WENT BILL, EMIGRATION CLAUSE AMENDED. London,, July 21. An animated discussion took place on the emigration section of the Count Government Bill. Mr "Ritchie con rented to an amendment providing for the repayment of advances made to emigrants as it was evidently intended to systematically emigrate paupers to the colonies.
