THE EIGHT CONSENTING COUNTRIES. DAILY NEWS’ STRICTURES. London, Sept 1. The adhesion of England, Germany, Belgium, Spain, Italy, Holland, Russia, and Egypt to the Sugar Bounties Convention is unreserved. France, Brazil, and Sweden reserve their liberty to join later on if they see fit. The Daily News, in a leading article, characterises the provisions of the new treaty as rank Protection, and strongly denounces Mr Goschen for the part he has played io the negotiations.
