Mr Gannon, speaking of the meetings held outside of the Borough, said at each of those meetings resolutions were passed in favor of the works going on. It was a heavy responsibility to risk losing the £40,000, and he for one would not have been prepared to take it without the opinion of tbe ratepayers being first obtained He referred to the handicap owing to the absentees being counted as against the works. He proposed " That the Board resolve that n is desirab'e that a further sum of £40,000 b ■ expended out of loan fund on the breakwater, and that the Chairman be directed in terms of the Act regulating the same to take all necessary steps to obtain the consent of the ratepayers as required by law. ’’ He did not think they could fix details and it was better to leave it in the bands of the Chairman

Mr Townley seconded. He was only sorry this course hud not previously been taken. With regard to the meetings there was a decided expression of opinion in favor of the works. He urged the Chairman to proceed vigor usly with the arrangements—as every member had previously voted in favor of the poll being taken he did not expect there could be any objection now.

Mr Matthew on said, in face of the petition received from the ratepayers, though they might in his opinion be making an error, he was extremely desirous to go to the poll, so as to test the question, and he cordially supported the motion. The motion was carried unanimously. It was decided to publish a number of diagrams for the information of ratepayers.
