COUNTY COUNCIL.
The above Connoil met yesterday afternoon. Present: Cra Clark (Chairman), Stubb,, Wethered, Orr, Murphy, King, Tuohy, Coleman, and Gray. Mr W. Brace wrote drawl og attention to the bad state ot the Ormond-Waiapn road, it being simply impassable for (took owing to some of the onlverts having collapsed. The bridges also required repairing. Cr Orr said it was very dangerous to go along that road in its present state. Most of the culverts and bridges were in a very bid state and required immediate attention. It wa, agreed to reply that it was a Government road and the Government had been communicated with in reference to it already. A letter was receive 1 from Messrs Reel and Day, claiming £1 for damage, done to a fence at Raangarehu, the property of Wi Pera, by the Ranger who was driving a bullock to the pound so negligently that the animal jumped the fence, and was left iu the paddock for a week. The complaint was referred to the ranger, requesting an explanation. Mr O. A. Brown wrote drawing attention to ths mass ot variegated thistle growing in the Wharaurangi paddock, there being about 40 acres of it just coming into flower. Mr C. Evans also wrote asking the Council to take action with regard to thia pest. The Chairman said the clerk would have to take action and test the question at ones. A bye-law h id been passed and they should enforce the same. Cr King said the thistle was growing all over the oiuntry, and thought they should give notice to the owners of properties at once that the Council intend to take The Council should maintain their law. • The Chairman thought the Engineer should be appointed inspector, and he oould interview Messrs Brown and Evans, who oould show him the blocks, and if tha thistle was not removed he could take action at once. On the motion of Cr Stubbs seconded by Cr King, the Engineer was appointed inspector. Cr Tuohy thought that if notice was given to the owners of land the thistle would be removed at once. The Under Secretary wrote forwarding copy of a bill to amend the Public Work* Act, and asking thi Council’s opinion on same.—Received. Tha Property Tax Department wrote asking the Council to make a reduction in th* rates on the rlin of Mr W. Bruce at Waihora, the original capital value being £1952, and the Government upset price £976 .and that the rateable amount could only be £407. The matter was left in th* hand* of th* Engineer. The Manager of the Bank of New Zealand wrote stating that the Clerk was in arror in saying at last meeting that the Bank waa charging 9 per cent interest on overdraft; it should have been 8 per cent. —Acknowledged, The Ranger furnished a report at th* number of animals impounded during th* month. The Engineer reported as follow* i— Since last meeting I hav* inspected th* Coast roads as far as Waiapu, ana find them
in good repair with th* exception of th* To komaru-Walpiro inland, which requir** attention, The surfacemen are employed on this work. I would recommend that th* old Tolago ferry punt be sold, as I Had it ia not suitable for the proposed footbridge, and th* cost of placing it in position would be considerable. I would suggest that tenders b* called for the purchase of same, closing on Friday, 9th November, at 10 a. tn. I propose calling for tenders for metalling portion of the Makarika-Waipiro road. Tenders to close on the 28th inst. I have inspected that portion of che Waimata Hill road, which some of the Waimata settlers request may be formed. There are 27 chains of formation required and 2 small bridges, the coat of which I estimate at £2O. Tais track (Oft on solid) would be of great benefit to settlers in time of freshets and in driving stock, a* it would avoid two bad crossings of th* Waimata river. It waa decided to pay the contractor for carting wool from Whangara £1 for maintaining the road at that plac*. The following tenders were received Waimata-Oimond road, P. McLoughlin, £124 10s (aceep ed); R. Knox, £l2B. Tologa Bay ferry, J. Trimmer, £l2O (accepted); E, Kirk, £lO5. Cr Stubbs said the Engineer had drafted a schedule of works on which be considered it was necessary to expend the £12,000 loan. Cr King did not think the Council waa inclined to go in for borrowing. He would strongly object to the loan, and would move accordingly. Cr Murphy seconded th* motion. Cr Coleman thought there would ba no special rate. He considered a Committee should be unpointed to meet the Engineer and see what works required to be done. He moved that a Committee to consist of Oro Stubbs, Wethered, Tuohy, and the mover, be appointed. Cr King did not think it was necessary to go into the matter again. Cr Stubbs seconded the motion. He said the matter should not be shelved. Or Coleman said th* Council had already approved of the scheme, and the only thing they could do was to appoint a Committee to discuss the matter. The Chairman said they would have to increase the yearly rate if the money were spent. Cr Coleman said there was no need tM collect the rate for two years. Cr King withdrew his motion, and posed us an amendment to Cr Coleman’* motion that the Committee consist of the whole Council.—Cr Murphy seconded. The amendment was lost, and 'ie motion was then nut and carried. 1 The Clerk waa instructed to that all slaughterhouse license fees were paid when due. Cr Tuohy proposed that the slaughterhouse license fee be £lO within a radius of 12 miles, and outside of that limit £s.—Cr Murphy seconded —Carried. . It was decided that a further sum of £3 should be expended on the Rangatira protection works, and that tenders be called 1 .at once for the Kaiti Road. ’ The Council went into Commirt** to oon.aider the question of retrem Bent, and adopted the following
