Berlin, Dec. 6. Prince Bismarck favors H ir Wis-man’s proposed expedition to relieve Emin Bey. The German army is being increased in order to place a check on the Russian and French frontiers. Profp-afu-r G*-ffken, the supposed publisher of the diary of the late Emporor, is suffering under the hardships of prison treatment. He is awaiting his trial, which seems likely to be deferred for an indefinite period.
