Strange Procedure.
AXQTHEft HARBOR. BOARD CONTRACT PECULIARITY. [to the editob.] Sib, —The Harbor Board met yesterday afternoon, when three tenders were received for the •apply cf cement, two of which came from periona who previously tendered. The third Wfts from Jas. McEwan and Co-, between whom and the officials of the Board they seems to be & strong affinity. This firm is singled out by the Engineer as ogftinst the world, and the Board pays for OftblegraTna asking them to tender- £6 odd Wfts passed yesterday for this luxury. Now why fa this ? If the Board want to get their cement ftt the lowest rate why don’t they go as business mm would do to the London market direct, nvite tenders from the makers, also tenders for freight, instead of putting enterprising firms to no inconsiderable expense in getting information, and then to be treated with the utmost discouitesy ? The firms tendering are required and expect they are to observe the conditions set down, Without the assistance of any friends at court I am, etc.. Fair Field and no Favob.
