London, Jan. 19. Two thirds of the newly elected member s of the County Councils are Liberals. Mr McArthur, member for St. Anstell, intends to resign his seat in the House of Commons on account of ill health, and will shortly pay a visit to Australia. It is reported that ata private meetin; of Colonial Bishops after the Lambeth Conference loud complaints were heard of the way in which the Roman Catholic Church is increasing in influence in the colonies. This was attributed by some speakers to the fact that many of the Anglican clergymen are milksops or men of small mental calibre, quite unfitted for the positions they hold. A plebiscite of the Manchester Chamber of Commerce resulted in the rescinding of the Protection resolution. The statement is re-affirmed that Emin Bey was safe at the beginning of November.
