London, Feb. 12. Sir John Gorst states that the strength of tbe navy is being increased. A shock of earthquake was experienced in Lancashire last evening. People were so frightened that they stayed out in the streets till midnight. Paris, Feb. 12. The Panama Canal Company is being reformed with M. de Lesseps as honorary Chairman. Yokohama, Feb. 12. A new Japanese Constitution has been proclaimed. Naples, Feb. 12. An earthquake was experienced here to-day. Washington, Feb. 12. The Senate has voted 250,000 dollars for the protection of American interests at Panama. The Samoa conference will probably not meet before April.
