Mr J. G. Blaine, Secretary of State at Washington, disapprovss of ths proposed arrangement arrived at by ths Samoan ConfareuM, and reqnssts that it may ba recon, lldertd. Later, After considerable discussion a treaty has been agreed to, the text ot which ia understood to be, provision tor a joint control by Germany and America, Great Britain to bs arbitrator. The Samoans to elect their own Viceroy, and upper and lower governing Chambers are provided for. The importation of arms end liquor is restricted. Germany reoeivea an indemnity in connection with the recent quarrel. A judge appointed by the three Powers will decide any dispute as to the property of foroignore. The treaty has yet to ba formally ratified.
