PREVALENCE OF A PANIC. RESORT TO ARBITRATION PROPOSED, London, July 2. There is a panic at Delagoa Bay over the action of the Portuguese in interfering with the railway. Lord Salisbury is negotiating with the Portuguese Government. The Press advocates arbitration, and it is understood that Portugal is willing to assent to this course,
