London, Fob. 12. The Imperial Parliament was opened on Tuesday afternoon, bat the Queen’s Speech caused no surprises. It warmly approved of the Federation movement in Australia. Lord Salisbury made a statement in regard to Portugal, proving that the action of Major Pinto had prevented the matter being more fully gone into. A debate took place on a motion by Sir William Harcourt, that the publication of the forged Parnell letters was a breach of privilege. Mr Parnell spoke very bitterly of the action of the Government, The motion was defeated by 260 to 212. Mr Gladstone and Mr Albert Bright supported Sir W. Vernon Harcourt's motion re the forged Parnell letters. Mr Smith, leader of the House of Commons, agreed to the suggestion made by Mr Parnell that he should accept an amendment to the Addrew in Reply, admitting the letters had been forged, and congratulated the hon. gentleman on his innocence being proved. It is rumored that Mr Ralph Disraeli will be raised to the Peerage. Sir Jas. Ferguson, in reply to a question in the House of Commons, said that arbitration would not apply to such a case as the dispute between England aud Portugal. Paws, February 12. The Due D’Orleans has been allowed ten days to appeal against his sentence. There was great excitement when the result of the trial became known. Rival cries were raised, and the court had to be cleared.
